Measurements refer to body size not garment dimensions. Wearing ease alters depending on style and fabric.
Chest: Take measurement around the fullest part of the chest, just under the arms and across the shoulder blades.
Sleeve: With elbow bent, measure from centre back of neck (at C7 vertebra) to elbow and down to prominent outside wrist bone.
Waist: Measure around the smallest part of your waist (natural waistline).
Inseam: Measure a pair of well fitting pants from crotch to bottom of leg.

I bought this jacket via phone order, after trying a few different types of jacket on in the Canberra shop when I was down for work visit. The arm cut works really well and although I haven't worn it with a pack I cant see any issues. I live in the tropics and one night got called out to work late, the rain was in the range of 200mm for the 24 hr period and the temperature was a barmy 34C. I was totally amazed how dry I was under the jacket with just a T shirt and shorts. I was expecting a condensation nightmare as usual up here. Cant recommend highly enough and the Canberra shop team was very helpful.
